FOUNDATIONAL SUPPORTS – APRIL 2025

Over the last twelve months, Foundational Supports, has continually been spoken about with little explanation around provision, implementation, resourcing and potential benefits for those that may fall under this program. WESTIR has examined literature and reports around Foundational Supports and has collated this into a report. Whenever possible, with the release of information, this paper will be updated and redistributed.

This paper provides an overview of Foundational Supports for people with disabilities in Australia, focusing on the growing need for accessible services beyond the National Disability Insurance Scheme (NDIS). It explores the types of the proposed Foundational Supports – General Foundational Supports and Targeted Foundational Supports, and highlights their relevance, particularly in regions like Greater Western Sydney. The paper emphasised the need for addressing gaps in disability support services through Foundational Supports, as outlined by the 2023 NDIS review and discusses the government’s commitment in funding these initiatives.
